The inherent issue here is that if you tax land exclusive of the value of improvements on that land but you still need to bring in similar levels of overall tax then the burden will disproportionately impact homeowners or small businesses and be hugely advantageous to people who own commercial buildings or apartment buildings with a relatively small physical footprint.

Cities and towns in Pennsylvania have been shifting the tax burden towards land values for years. More American cities, like Baltimore and Detroit, are seriously considering making this switch as well. There is strong data that shows this type of property tax system increases the overall supply of housing and affordability.

Ohio would be smart to follow in Pennsylvania's footsteps! I wish more places would. Tackling the housing affordability problem has become an even larger issue than healthcare or education affordability in my opinion. Action on this issue is desperately needed.
