It's true but 1) that article about San Antonio was an op-ed from a company that sells a grid-enhancing technology, not evidence for the claim, and 2) San Antonio is one of the parts of ERCOT served by a (publicly owned!) utility using regulated cost of service pricing that includes gen and transmission, not market pricing, so it's more likely to be true here than elsewhere.
